Kolaboro / For regulators
For regulators and governments: free market data
Off-plan buyers pay before the building exists. Kolaboro records what developers tell buyers online, project by project, and checks each claim against official registers, courts, regulator notices and the press. The results are free to use.
What we measure
Six things a careful buyer needs, checked the same way everywhere
For every project we track, our research agent reads the developer's own pages and sales material, then looks for an official or independent source for each claim.
Permit or licence number
Does the developer publish a permit, licence or registration number a buyer can look up? Selling without one is often the first sign of trouble.
Deposit protection
Do buyer payments go into an escrow, trust or guarantee scheme, and does the developer say so in public?
Construction progress
Is progress published as a percentage, photos or updates? Where a register publishes progress, we compare.
Contradicted claims
Claims where an official or independent source says something different from the developer: a permit that belongs to another plot, a licence that has expired.
Overdue projects
Projects past their advertised completion date, with the number of months late where we can measure it.
Projects with public problems
Projects named in news reports, court records or regulator notices. We list problems only from those sources, never from rumours or reviews.
Why it is useful
Consumer protection in off-plan sales
See what is marketed, not only what is licensed
Registers show what was approved. Our data shows what buyers are actually told on websites and sales pages, often in other languages and aimed at foreign buyers.
Find gaps between claims and records
Every check carries a verification level: confirmed in a registry, confirmed by an independent source, claimed only by the developer, or contradicted.
Compare markets on one method
The same six checks apply in every country, so disclosure in one market can be compared with its neighbours. The method is public on how we score.
Track change over time
The data is updated every week. Each project carries a fingerprint of the pages we read, so changes to what buyers were told can be shown later.
Projects are anonymous in the public data. A project is only named after a verification is finished and the developer has had 10 working days to reply. Developers can answer on any project, and errors go to corrections.

Percentages are shares of projects tracked in that market. A published document is not proof that it is genuine; local agents check that on site and at the registry. Each market name opens its full page.
