Off-plan Transparency Index

Which off-plan markets tell buyers the most

A ranking of every market where we track at least 3 off-plan projects, scored 0 to 100 on what developers publish, what an official or independent source confirms, and how many projects appear in news, court or regulator reports. Computed live from the public data, so it changes when the data does.

The method

Each project is checked on the same six points: permit or licence number, deposit protection, construction progress, floor or site plans, developer track record and no guaranteed returns. For each market with at least 3 projects:

Disclosure (up to 60 points)How many of the six things the developer publishes, averaged over the market's projects and divided by 6.
Confirmed (up to 30 points)How many of the six are confirmed by an official registry or an independent source, not just by the developer. Averaged and divided by 6.
No flags (up to 10 points)Share of the market's projects with no problems found in news, courts or regulator notices.

A high index means developers in that market publish and can back up more of what a buyer needs. It does not mean any single project is safe, and a low index does not mean a project is bad. Projects are anonymous. Markets with fewer than 3 projects are left out because one project would decide the result. Full scoring rules: how we score.

Buying in one of these markets?

The index describes a market. Your project needs its own check: a local agent confirms the permit, the deposit arrangement and progress on site before you pay.
